Redistricting 2023
Ennis City Commission Adopts Voter Ward Redistricting Plan
In January of 2023 Ennis City Commission engaged the services of the legal firm Bickerstaff Heath Delgado Acosta LLP to review the population figures in the Commission Voter Wards based on the 2020 Census report. At the April 4th Ennis City Commission meeting Gunnar Seaquist, the attorney representing Bickerstaff, presented a Redistricting Initial Assessment to the Commission, staff, and members of the public. Mr. Seaquist reviewed the three basic legal principles that govern the redistricting process as well as the population and demographic figures for the 5 single member City Commission wards. The US Constitution, One Person - One Vote, states that single member districts must have approximately equal populations or a total deviation of less than 10% between the most populous and least populous districts. The Commission adopted a Resolution adopting redistricting criteria to apply to the development of the City's single member voter wards, and approved a second resolution adopting redistricting guidelines regarding public participation in the process. A Redistricting Committee was also appointed. The City Commission held two Public Hearings to present plans developed by the Redistricting Committee.
On August 1, 2023, at a Regular Meeting the City Commission approved an Ordinance formally adopting Plan 1 by a vote of 5 in favor, 2 against (Raburn, Watson).
